i have a 99 mazda 626 4 cyl . standard . last week i put a new baterry . today i could not get my car to start . my baterry shows 13.8 amps. when i try to start the car all i hear is a clicking noise and a buzzing sound . i just put a new starter in last year. could this be a electrical problem ?

Clicking sound normally is the starter. Try tapping on the starter while trying to start, maybe able to get it to crank, but you are going to need a new solenoid for your starter.
